gpc2.0: cannot exec `as': No such file or directory

Hello

I am trying to install a GNU Pascal binary for windows95 (version 2.0
b17.1 corresponding to GCC 2.7.2.1) with cygwin 17.1 (18 tried as 
well - no difference). In the autoexec.bat of win95 I have added 
e:\gpcwin32\bin (which is correct) to the path and added the 
following environment vars:

set GCC_EXEC_PREFIX=e:\gpcwin32\lib\gcc-lib\
set LIBRARY_PATH=e:\gpcwin32\lib;e:\gpcwin32\H-i386-cygwin32\lib

Spelling is ok. The terminal \ on the prefix IS there.

When I try to compile anything I always get this message:

GPC.EXE: installation problem, cannot exec `as': No such file or 
directory 

GPC.EXE: Internal compiler error: program as got fatal 
signal 127

A "dir \as*.* /s" returns nothing. What is the 'as' the compiler is
looking for?

I have read your gpc-list.1997 but did not find anything on this.

Any ideas how I can solve this are most welcome!
