Forward decl

I seem to be having trouble with the forward attrbute for procedures.  The
problem is intermittant and I can't narrow it down very easily to a short
test rogram.  Has anyone else had this difficulty?  I'll continue trying to
see examtly what's wrong.  (It could be a problem on my end.)
