Your problems can be solved -- at least in part.

Yes, you can.  Enable it with the command-line option --nested-comments:

    gpc --nested-comments myfile.pas

It is indeed necessary to include somehow the module's interface into
the program importing the module.  This is mentioned in the file PROBLEMS
(I believe) and will probably be fixed, one day.

Not yet.  There are no runtime checks at all, in the moment.
